Vat/cst voluntary registration in maharashtra

Sir,

I need to register a Trading firm for VAT & CST for interstate purchase.

I have rented place in GRAMPANCHAYAT area.

Is there any way to register a firm for VAT & CST without Charges of rs.5000/- & deposit of Rs.25000? (voluntary)

Also, I have not crossed Rs.5Lac mark of business for standard registration process. 

How can I do this to start my business.

Please Advise.
