pl. guide on ... 1. how to carry forward vat tax credit in to gst...
2. from year 2017. no gst return filed.. Now if we file late fee or any penalty will charge , as there is no sale. all return are nil.. No sales No purchase.

According to me,
1. Due date to carry forward old VAT credit to GST is passed. So, now you can't carry forward that tax credit to GST.
2. As per notification, Govt waived all the late fee on Nil GSTR 3B if filed before 30th September 2020.
