yeah ofcourse urs client is selling the goods
he is liable for vat reg. for paying vat

It depends on whether the business of Service provider is also of Dealing (Sale-Purcahse) of the cars.
If the service provider is selling his own personal car, then he is not required to get registered under VAT.
