please tell whether a person registered on 22/9/2012 for vat tin has to file his vat return for the period of 22/9/2012- 30/09/2012. if yes will he liable to pay penalty of rs. 5000/- for late filing, he has no sales or purchase for this period

yes u have to file the return for the period 22.09.2012 to 30.09.2012 whether it was nil return. For nil return, there is no penalty.!
but be careful, if you will file nil return for the period more than 1 year , then your tin no. got cancelled. because at the time deptt has took up the step in this regard.
