I've given my 3 attempts and didn't clear, Can I give 4th attempt in December or I need to register for foundation?!

For CA CPT June 2019 is last attempt. And CPT registration is valid for 3 years, i. e. attempts.
3 years means 6 attempts, right?;

Yupe! But 3 year will be counted from your Date of registration. After completion of 3 years from the date of registration, You have to renew your registration where it is irrelevant how many attempts you gave.
