Utilisation of H Ed.cess to pay ED.CESS

I mean to say that

Technically, the amount of education cess and higher education cess should be separately shown on the invoice  but when your Net liability is derived then you can set off one ilability against the excess of other.

If you want to say that whether we can make combined entry for E cess & SHE cess then i would say no you can not make combined entry as both are different in nature.

No H.Ed cess cannot be used to pay   ED  cess and vice-versa both r different but B.ED can be used to pay ED cess

Yea I completely agree. HSEC cannot be utilised for the payment of EC and vice versa. They should be used for each one respectively. But BED, SED, ADD(GSI), CVD, Speical CVD, ST on Input Service can be utlised for the Payment of EC and HSEC.
