Sir if the Dealer is unregistered under GST and doing interstate sales of goods which are exempted under GST Law.
Is this allow as good are tax free or dealer should get registerd???

if you deal only exempt you not need to take reg.. but if you sold single taxable goods interstate then you are liable to take reg

in your case eventhough you are dealing in interstate supply, you are not required to get register under GST. since your whole output is exempt from tax.
