Urgent help required regarding Export of service!!!

if a person providing financial services to outside India, turnover for previous year was nil as it is newly constituted. Hence he is not eligible for LUT. Then, what will be the procedure to claim refund?? or what will be the procedure to execute bond? kindly reply urgently..
