Urgent: definition of urban land

Hi,

If there is any land which is situated in any village not covered by municipality & covered by Gram Panchyat & having population of more then 10000, then whether it will be rural land or urban land?

As in the definition of Urban Land it is said that
"  In any area which is comprised within the jurisdiction of a municipality (whether known as municipality, municipal corporation, notified area committee, town area committee, town committee, or by any other name) or a cantonment board and which has a population of not less than ten thousand [according to the last preceding census of which the relevant figures have been published before the first day of the previous year];"

In the above definition municlaity has been covered and not the gram panchayat.

Please reply to my query.

i have read the said article, but still i am not sure.

In my opinion even gram panchayat will also be covered even though not specifically named in the definition. Moreover is should be covered under the expression 'by any other name'. Therefore since it is situated within area having population of more than 10,000 it should be an urban land.
