I understand the Controller of Certifying Authorities (CCA) notified on 13.01.2014 that only Gazetted Officers can attest digital signature certificate (DSC) applications. And they now restored earlier status which says either Professionals like CA/CS or Certifying Authorities can attest them.
Is this information correct? Can anyone share the relevant notifications??

This information is correct, CCA has postponed the implementation of the order regarding verification of document with gaz officer/bank manager/post master
