In case of URD purchase RCM is suspended from 13.10.2017 to 30.06.2018 if purchase falls U/.s 9(4). Do we still need to mention such URD purchase in GSTR 3B? If yes where to mention URD purchase in GSTR 3B?

Yes , such inward supplies fall under exempted , can be shown in table 5 of 3b

It should be shown ,..as column is given in in the return form.
See most of taxpayer are not showing such fiqures in 3b , as it is provisional form to ascertain monthly liability of tax to deposit..
