my question is... we are having gst number in karnataka and we are going to purchase cotton form andhra Pradesh state from unregistered dealer, so can we purchase from other state unregistered person in gst and make payment to his account number??

There is no doubt that you can purchase from Unregistered Person from other state but the point is whether unregistered person can sell interstate ....... No in term of Section 24 of CGST Act Unregistered person cannot supply goods interstate or need to obtain Registration mandatory.

Registered person can purchase interestate from URD ... as such there is no restriction on Recipient. yes its the URD who needs to be follow the provision of section 24 of cgst act.
