Uploading form 3cb and 3cd

I have filled up the 3cb 3cd forms, have got it validated and have generated the X M L file. I logged into my CA id and tried to upload the form. After applying my digital signature and annexing the signed financial statements when I click the submit button nothing happens. The site hangs. I called the help desk and on their advice

a) have cleared the cookies and browsing history

b) upgraded the java version and

c) upgraded the Internet Explorer to 9

Is it a problem with the site or is there anything I can do?
