Unfair Bathroom construction Cost

Respected Sir/Madam, 

Promoter has handed poor constructed bathroom filled with *rubbish* or materials that is poor quality and did not stops seepage causing damp in below tenant flat. Leading to verbal intense arguments. As per 50 RS agreement of rent paper I am to bear internal cost. But how can I see what is inside the construction.

Now they want me to pay the internal construction cost. What would I do, kindly let me know. As it would be unfair for me to pay as I have not constructed this bathroom. As per point 10 of the agreement I should keep it water tight. But if not handed to me originally in water tight condition how will I maintain. 

Same problems run in full building and they are using same tricks with all tenants

But as per agreement you have to bear only the internal cost not the whole cost, If the contractor demands for whole cost then it is not valid in law
