My TCS was deducted in AY 2011-12, 2012-13, 2013-14 and forgot to claim it that year can I claim that TCS in AY 2020-21?
And what procedure is to be followed if i can claim that unclaimed TCS?

No, You cannot claim TCS in present year. If You have not filed itr then you can file a delay condonation request u/s 119 with the CIT. though I think there is a time limit for that. If you have filed itr you can file application u/s154 before assessing officer.
Can't file condonation petition for none of the assessment years mentioned by you since time limit of 6 years have been already lapsed
I filed all the itr from AY 2010-11
If you have filed itr you can go ahead with rectification. online or offline as per the mode of itr furnished by you
