Unable to upload form in mca

Please help me to solve the below error

 

I am unable to upload forms to ROC,do suggest to resolve this

I am also facing the same problem while uploading INC 7....Did you get any solution on that ?

I found that it is a problem with internet.may be because of low speed

 

When i tried with tata photon 3g device i was able to upload file successfully
