U/s 154 CPC transferred to AST but DATA in ITBA is not being sent

The JAO has raise ticket in ITBA  several times, PAN and AY 2017 has been transferred confirmed thru CPC grievance also in the portal but with out DATA. The AO says he is helpless with out the DATA. This is 4th Year. 

IN the DC Systems Handbook FAQ Page 20 item No. 8  " When details are not visible at AST system, AO needs to raise a ticket in Codesk system and response will be provided with details"

It appears the department inspector /AO are not trained to use the CODESK SYSTEM. I have made the dept. aware on where the ticket has to be raise.

How to deal with the issue by assessee and the AO?
