Two gst registrations at once

Can I apply for 2gst registrations at the same time. one in Chennai and one in Mumbai.

the business is service related. so not a problem. can be billed from anywhere.

the problem is Mumbai electricity bill does not match with rent agreement. i feel it might get rejected due to this. we have no other documents as proof apart from rent agreement and electricity bill...

Billing is based on destination of service. so wouldn't be a problem wherever the gst registration is.
