Trust and deemed gift

A gentleman had a large property and is old. He wants to secure his property to non relatives either directly or indirectly. He has no known relatives and fears that unknown relatives may take his property after his death. 
how can he creat a trust in his life time without attracting deemed gift provisions. Can her gift his entire estate to a non relative without paying gift tax as now he Very old and recently undergone a major surgery.
