I have sold VKGUY license through agent to third party. Agent and third party both situated in Maharasta. I am Gujarat based exporter. am i liable for VAT under Gujarat? what will be treatment for this whole transaction ?

Yes the duty credit scrips attract VAT. you have to charge VAT on the value of the scrip.
