Is he Charge and Collect or Only charge...?

As per Notification 13/2017 , if VRL Logistics is GTA then you are required to Do RCM , you cannot claim ITC on same .

Yes as per Notification 22/2017 CT (R) , If VRL has charged 12% GST , then you can claim ITC for the same .

Note : Check the bill raised by VRL , he would have not charged GST & collected GST from you .
