Transformer oil under gst

dear experts
please guide on the following..
A composition dealer has received an order for supply of transformer oil from state electricity department.
is he eligible to supply the same ?
if not then is he required to be a regular dealer as well as a seperate registration under gst for supply of petroleum products ?
please guide on this.
