Transfer under Converssion of PCC TO IPCC

 Sir i need a information that, can i undergo my remaining period ofarticalship with another CA, If i converted PCC to IPCC. My PCC attempt is on nov 09 but my CA refuse to give exam Leave for Nov 09. he forces me to skif nov exam and give it to next year i am also complainting it to ICAI but doesn't get satisfactory replay from them.Hence Please tell me that  Can i take transfer underconversion rule & also need info. that can i avil 9 month leave for IPCC, Sir please suggest me coz my ca is telling that if u want to go exam leave i will terminate ur articaleship do you have ang contact person in ICAI if u had please give me his no. Thanks..........
