Transfer of jurisdiction from cpc to ao

CPC had rejected our refund request in rectification. However, the AO accepted and ready to give the refund. But, the file lays with CPC. It has to be transfer from CPC to AO.

The AO has requested for transfer six month before, and he unable to process further without jurisdiction. He was telling that, he had requested through his official channal and the file is not transferring due to some technical issues.

Any alternative way to approach to CPC?
