Transfer of Articleship

I heard that there is notification that the one transfer is allowed in same city without any reason. is this right ?

 Is there anybody who is sure abt the transfer of article without any reason with in the city?

no notification is made and the announcement of one time transfer was only for application for transfer made before june,09
