As per my knowledge transfer allowed in 1st year but under conditions like marriage it may be allowed.
Anyway principals consent is necessarY.

yes it is allowed..you need to write a letter to the institute seeking permission for transfer(duly consented by your principal) .Along with the letter you need to attach the proof of marriage and also address proof of of your husband(where you are to reside in future.).
