Sir, I am in Second year of articleship. I am taking transfer from Kalyan, Maharashtra to Varanasi, UP as I am here in Kalyan with my Guardian and they are shifting to Pune city. So I have to shift to my parents place at Varanasi.

Will ICAI consider this a valid reason?

Yes I believe. As per the regulations its a valid reason when a working parent shifts to a place more than 50kms , however the intention is basically relocation and since you are kind of relocating you can apply for institute's permission for transfer. Also just visit nearest decentralised office for more clarity.
