U need to use excel for this... As of now penalty is 20rs per nil return
Upto 10k/month (CGST Rs 5k & SGST Rs 5k)
Your Late filing fees shall be as below

Before Cancelling/Surrendering your Registration, you have to clear all your dues with the GSTN...

You can't cancel the registration until you file returns and clear your liabilities.
