YES, as there is no restriction in trading of such goods (restriction is for its manufacturers).
Yes your client can opt for Composition Scheme provided his Aggregate Turnover does not exceeds Rs. 1.5 crores. The restriction is only on Manufacturers of Tobacco Products. Not on traders.
