Tin cancellation

I have been allotted TIN three weeks back. Staff of LVO have visited for inspection and observed that no sales have been done yet and the goods are not properly marked/labelled. The inspecting official has said that they will cancel the TIN provided to me for the reason that the sales have not yet started and business is not organized properly. I want to know can TIN can be cancelled for such reasons indicated by the official.
