U have not considered the payment reced. so it's DOI 30/10/17
As per rule, when you supply goods then time of supply ia eariler of date of invoice or date of payment.
Here date of invoice is 30.10 & date of payment not given. So time of supply is 30.10

TOS will be 20/10/2017......coz invoice is not issued within time...so due date of invoice will be considered....here payment date is not relevant...

Consider N/n 40/2017 dated 13/10/2017....This is a special case only in case of goods.....where registered person whose aggregate turnover in PFY did not exceed 1.5 crore, TOS is only on invoice or due date of invoice basis.....
