Where Contract payment made under 194C, by 2 vouchers to same contractor of RS.20,000 each can attract TDS liability ?

No Tds liability, Since Single payment made to a single person doesn't exceed Rs.30,000.

If Aggregate amount excess 70k a person in financial year then TDS would be applicable.
