Does payment to transporter attracts TDS? If yes under which section?

W.E.F. 01.10.10, payment made to transporters is not subject to TDS. Earlier it was applicable u/s. 194C
but if the transporter does nt provide the pan number 20 percent must be deducted from the amount paid w.e.f 01.04.2010
MY QUESTION IS -
Whether GST applicable on transporters? if yes , then at what rate ? and whether TDS on payment of GST attracts?
