Sir, mera TDS deduct (194b) hua July 2019, from dream11 online gaming app. Can I refund this tds ??

NO you can't claim refund for the TDS on your dream 11 income

I have no other source of income...

 Now can I refund TDS,

My expension 11000,

Lottery 10000, I received 7000 after TDS deducted.n

Now I am loss in 4000 , 

Can I now refund TDS ??

As per section 194b 30% tds deducted on casual income like lottery if such income exceed 10000 so, as per law the deductor is not eligible to deduct tds, also no any expences are allowed to cliam agist such casual income, also unadjusted basic exemption limit can not adjusted aginst casual income.
