Tds on the foreign payment

Hi,

A foreign company rendered us some services raise us an invoice in INR and this co. does not have a 'Permanent establishment' in India. my question is what steps do i need to keep in mind while making paymet. Where do i need to check the TDS rates and how to file etds returns.
