No TDS if you receive only Electricity tariff bill. In case you receive bill by adding any service charges apart from EB tariff, then you have to deduct TDS on entire bill amount.
No you don't need to deduct any TDS on electricity bills. There are some income highlighted by Government that are not liable for any TDS like dealing in airline tickets with the travel agents, buying made for retailing things by trade units, Projetcs which are undertaken bt the Government etc.
