TDS ON SALARY

when we deduct tds on salary, then it is calculated on aproximate values. If at the end of F.Y there is is a short fall in tds then is it mandatory to deduct the due TDS or it should be left for the employee to pay the bal amount while filing the ITR??plz guide...
