TDS on rent from House property?

Hi..Could any of you help me know whether there is any change in connection with the TDS rates being applied w.r.t. the RENT PAID on HOUSE PROPERTY from 01st October 2009?

(And also kindly clarify whether there is any bifurcation for LEASE RENT and RENT (for properties NOT ON LEASE-ie on a monthly payment basis) and whether there is any implication if one has been substituted with the other?)
