I needed an opnion of you guys on a situation. The Indian government has paid a foreign company for availing security service outside india. The sum is around 2 lacs. Will TDS be deducted by the government?

my question is more or less the same:
A indian company imports some services from foreign companys. How is this with the TDS. Did the company in india, has to pay TDS on this service.
the invoiced amount is IRB 1'000'000.- Fees from the Europe.
can somebody also tell me, where I can find all the tax laws from india (for companys, not persons)
