tds on ocean freight

as per the new tds rule tds is not to be deducted if goods transport operator furnishes his PAN

goods transport operator is the one engagd in " leasing, hiring and plying of goods carriage"

now is RESIDENT shipping line also covered in this provision and is tds not liable to be deducted on ocean freight?

kindly clarify what is the scenario
