we have purchased machine for this freight & loding & Unloading charges is being paid thru' an agent, who gives cash to the respective parties and collecting payment from us through a bill. please clarify whether we have to deduct tds, if yes % of tds please.

NO no TDS would be deducted. As if you check ur copy of contract with such party you found that you made a contract with them as FOR basis then frieght liablity is of such party. OR if nothing is mentioned in contract about the deleivery then you mucst not deduct the TDS as you are reimnbursing the frieght charges as you are not paying to transport party.
