TDS on freight

I have received a single Bill.T or Invoice of freight amounted to RS 40000 in same case if i make part payment 20000 and 20000 differnt days so is TDS applicable as his yearly Paymet doesn't Cross 1 Lakh.

Yes as per sec 194C if invoice amount exceed 30,000 in single bill the TDS is deducted
Yes u r required becoz the provision says amount paid or credited to contractor under a single contract(bill) as u have recieved 1 bill it is applicable if u got 2 Bill's then no need
TDS u/s 194C is applicable in your case, as amount of single invoice/bilty is more than 30,000.
