Except Sec.194I(Rent) which is to be deducted exclusive of service tax.TDS on all other expenses should be deducted including service tax.

In case of section 194I - TDS on Rent (Refer Circular No. 4/2008 dated 24/04/08), TDS is to be deducted excluding service tax, whereas in other cases (ie. in case of TDS u/s 194C, 194H) the TDS is to be deducted including Service Tax.

Not on all expenses tds is deducted
TDS Shall Be deducted on amount inclusive of service tax only in case of secction 194C,in any other case TDS Shall be deducted Exclusive of service tax,
Plz Read Tds Provisions Carefully , And you will get the answer
