Whether TDS is required to be deducted on payment made to Electricity board "FOR SHIFTING OF HT LINE" in excess of rupees one lakh?

Yes deduct TDS u/s 194C @ 1% or 2% as applicable. 

If there is any contract then you may deduct Tds under section 194C.

EB might be a govt organisation.
Better to check with the accounts dept of Electricity Board
