TDS on Booking of a Hall for conducting program

Hi...

I would like to know that @ what rate & under which TDS section TDS is applicable if an organisation entered with a Hotel or any other Company for Booking of a Bouquet Hall for conducting conference/ seminars, than TDS is aapplicable @ 2%(TDS On Contract) or at 10%(TDS On Rent)?

Please Help....
