TDS of Software Renewal or Software Subscription

Dear sir / madam

If Vendor not provided No TDS Declaration Certificate on  Software  Renewal  or Software Subscriptttion charges, Than how much TDS i can Deducted ?  It's 2% or 10% 

please Advice.  Your quick response will be highly appreciated

Software professional can provide can we deduct 10% ? under professional fees
