Tds Late Filing Fee Payable?

Dear sirs,

I am having a partnership firm. We had filed tds returns late from period Fy 2007-08 till Fy 2014-15. As a result we recieved several Late filing fee @ 200/- day.

I recently found that No Tds late fee is payable as the it department had put the right clause only in 2016. Can anyone help and guide with the steps to nullify such demands if its possible as per rules?
