TDS deduction under GST

whether TDS under GST act to be deducted on contract payment made to a government agency like District Nirmiti kendra kannur.

As per section 51 , Govt will deduct TDS from payment made to supplier of taxable Goods or Services or both , where the total value of such supply exceeds 2.5 Lacs .

this is not always correct.
there are exceptions.
read sep 2018 notification.
But for the same they have given 18% gst bill and 10% income tax TDS was deducted at the time of payment
Why 10%?
Sorry, it was actually 2 % income tax deducted
