Tds deduction

hello friends I m working as a accountant in a pvt ltd. Company is dealing in textile business. We give grey for job in factory & get back in the form of shirting material. We deduct tds on job. for the purpose of advertisement , how shirt will be looked after stitching so we give for stitching like we prepare sample shirts for our customer. So should we deduct tds on stitched shirt for sampling? shirts r not for sale.
