Tds claim for py

I don't File my Income Tax Return for FY 11-12 and FY 12-13. There is also unclaimed TDS in Both years. Now i am filling ITR (in 4S form) for FY 2013-14, Can i Claim TDS of FY 11-12 and 12-13 in the year of return filling of FY 2013-14

Please Suggest

No you cannot claim TDS pertaining to other years while filing return for a particular year.

Regarding earlier years returns and refunds  you can make an application for condonation of delay along with a manual return for those financial years claiming refund. In case the amount involved is less than 10 lacs, the same can be entertained by either Principal Commissioner of income tax or commissioner of Income Tax. 

Conditions: 1)The income in respect of which the refund is being claimed should not be includible in the income of any other persons.

2)The claim for refund should have arisen due to TDS, of payment of advance tax or self assessment.

3) you will not be entitled to any interest on the amount of refund due to you.

Unclaimed TDS of PY is Just only 10000 to 20000, Should I Claim or not in Current FY.

If it Should Claim than what additional proccess followed by me

Mr Govind Singh, I have explained the whole process in my answer in detail. 1)You cannot claim Old tds in current year 2)You should prepare earlier year's returns and apply to commissioner on plain paper.
